Explanation of Vote before the vote on A/C5/64/L.20, “Contingency fund: consolidated statement of programme budget implications and revised estimates” (Agenda Item 132)

Thank you, Mr. President.
Israel strongly values the consensus that prevails in the 5th committee, a technical, professional committee.
However, we are compelled to call for a vote on section V of document A/C5/64/L.20, entitled “revised estimates resulting from resolution S-9/1 adopted by the Human Rights Council at its 9th special session and from resolutions and decisions adopted by the Human Rights Council at its tenth and eleventh session in 2009.”
This section endorses the conclusions and recommendations contained in the report of the ACABQ, A/64/7/Add.3 and recommends, and I quote, the “approval of the additional requirements related to the implementation of resolution S-9/1, adopted by the Human Rights Council at its ninth special session to be accommodated from within the resources appropriated under the programme budget…”
As a matter of principle, we cannot support any expenditure or allocation of funds –– even in a retroactive manner –– that endorse and permit the work of any fact-finding mission that is established with predetermined conclusions.
For these reasons, we are calling for a recorded vote.
